Level 2 of the SA/SEA process can be summarised as follows:

1. A more detailed level 2 assessment is triggered once a level 1 assessment has concluded the objectives that form the basis of a planning policy have the potential to affect the sustainability of the Borough.

2. An assessment is used to quantify whether all relevant council SA objectives can be realised from the plan. In the instance where all relevant objectives are being met , then there will be no recommendation for change. In the instance where the answer to this question is no, a statement recommending the plan to be changed to include actions to target and identify missing relevant SA objectives.

3. A policy may also have cumulative or an in-combination impact on the sustainability objectives of the borough and with other policies in the LDF. If cumulative effects are found to be potentially significant for the sustainability of the Borough , a multi-criteria decision analysis will be carried out to further outline effects on the Borough.

4.A Level 2 assessment will usually include the following outputs. Initially this is likely to include a description matrix for each of the impacts and effects identified in Level 1. It can also include a review of the SA at regional level summarising relevant regional information and how this related to local level appraisal. An overlay map could also be produced describing spatial cumulative effects or causal change analysis describing cumulative effects including actions.

5.The conclusion of a Level 2 assessment may trigger either a Level 3 and/or a Level 4 assessment.
