Level 1 of the SA/SEA process can be summarised as follows:

1. A level 1 assessment is a low level assessment that is triggered once a plan , policy or programme objectives have been set.

2. An existing knowledge of sustainability issues affecting the Borough is used to develop a conflict matrix. This presents the results of considering each objective against the remaining objectives sequentially.

3. This is followed by a filtering process that revises the list to ensure that only the key sources of interaction are considered.

4. An internal conflict analysis documents potential sources of compatibility or conflict within the draft sustainability objectives.

5.A compatibility matrix of objectives of the DPD or SPD is compared against the set sustainability appraisal objectives with accompanying qualitative statements and summary of inter-action of the objectives.

6.If no objectives of the DPD or SPD have been clearly stated the assessment would conclude a recommendation for developing clear objectives and policies.

7.The main output from a Level 1 assessment would be a draft scoping report , possibly including a Regulation 9 Determination.
