Environmental Impact Assessment is a procedure that ensures that the environmental implications of decisions are taken into account before the decisions are made by the Council. The resulting Environmental Statement should be submitted by developers and typically includes:

  • A description of the project: for example location, design, scale, size
  • Description of significant effects
  • Mitigating measures
  • A non-technical summary

Level 5 of the SA/SEA process can be summarised as follows:

1. A level 5 assessment is a site specific assessment that could be, but not exclusively triggered as a result of Level 3 or a Level 4 assessment. A level 5 assessment could be triggered as a result of a project being submitted for consideration by the Council for a developer.

2. Level 5 assessments are inevitably site specific assessments using either EIA procedures or SEEDA's sustainability check list as the basis for their assessment methods.

3. An assessment of development achievements will be based on data related to developments approved in combination with other data within the Runnymede State Report and AMR. This will be used to develop and fix a Standard Assessment Development Profile (SADP) .The SADP would be generated so that it could be assessed utilising a specific set of questions , the answers to these questions will be supported by using local data already within the Council. The checklist would then be run for all identified potential development sites and the results would be evaluated and fed back to the plan makers and consultees.

4. There is a higher level of data and information requirements in order to carry out a level 5 assessment and it would be expected to be equivalent to the information and data required to make an assessment under EIA Regulations.

5. Assessments at level 5 would have triggered site specific policies or constrains that had potential for adverse effects on the receiving environment. The methodology will follow procedures relevant to regulations within the Town and Country Planning (Environment Impact Assessment) ( England and Wales) Regulation 1999.
