Proposed changes to alcohol, entertainment, and late night refreshment licensing. Local authorities start to accept applications to convert current magistrates court licences to the new Premise Licences and Personal Licences.From 7th February 2005 The existing licensing systems in England and Wales are being replaced with a simpler, transparent and accountable system. The Government’s aim is to help build a fair and prosperous society, properly balancing the rights of people and their communities by following the above principles. It also intends to encourage tourism, reduce alcohol misuse, improve the self-sufficiency of local communities and reduce the burden of unnecessary regulations on businesses. There are explanatory notes on the Act, published by the government that makes the legislation more understandable. There are four main principles behind this new system: • to prevent crime and disorder• to prevent public nuisance • to protect children from harm • for public safety This Act introduces a new licensing system to bring together the sale of alcohol and the provision of regulated entertainment & late night food in one licence. Runnymede Borough Council will need to produce a new licensing policy and consult with all interested parties by next February. The government have consulted on the Regulations associated with the Licensing Act and a full version of these are anticipated to be published in December along with the fees to be charged for all applications under the new legislation.
